V. Regional Central-European Forum of the Internal Protection Services

 

General information on the 5th Regional Forum

Since 2005 the Forum has been held every year and it addresses all areas of fight against corruption, as well as the state of play, development and competences of regional internal protection services. The objectives of the Forum are to improve and develop cooperation, further contribute to the exchange of experiences and best practices, legislative solutions and legal instruments.

  • The 1st Central-European Forum was held in May 2005 in Budapest, the Republic of Hungary. The topic of the Forum was: “The establishment of the Regional Central European Forum of the Internal Control Services” and the participants were representatives of Austria, Croatia, Hungary, Romania, Slovakia and Serbia
  • The 2nd Forum was held in September 2006 in Bucharest, Romania. The topic of the Forum was: “European standards of the services for internal control and protection” and the participants were representatives of Austria, Bulgaria, Hungary, Romania, Slovakia and Ukraine
  • The 3rd Forum was held from 18 to 20 April 2007 in Sofia, Bulgaria. The topic was “New examples from practice for the protection and improvement of professional standards in law enforcement authorities” and the participants were representatives of Austria, Bulgaria, Hungary, Romania and Slovakia
  • The 4th Forum was held from 15 to 17 April 2008 in Slovakia, Časta Papiernička, near Bratislava. The topics were: “The development, state of play, expectations, status and competences of Central-European internal protection services” and “Legislative and legal instruments for the detection and investigation of cases of corruption”, and the participants were representatives of Austria, Bulgaria, the Czech Republic, Croatia, Hungary, Poland, Romania, Slovakia, Slovenia, Serbia and Ukraine

The topic of the 5th Regional Forum

 

The Importance of Complaints in the Protection of Human Rights and Suppression of Corruption”

Within the said topic we shall discuss methods of receiving and recording complaints which point out to illegal and unprofessional conduct of police and other employees, as well as their role and importance in the development of democratic standards, protection and promotion of human rights, control over the work of government agencies, in particular in the suppression and fight against corruption.

The representatives of the participating countries may, within the said topic, choose an area they would like to hold a presentation on.

The foreseen duration of each speech or presentation is up to 20 minutes.

With a view to ensuring the distribution of printed materials to all participants and the preparation of technical equipment necessary for the Forum, we kindly ask delegation members who will have presentations to submit these to the e-mail addresses stated in the registration form by 15 April 2009 at the latest.


Time and the Venue of the Forum

The 5th Forum shall be held 06-08 May 2009 in Valbandon, near the town of Pula, Republic of Croatia.
 

Participation

Due to the restricted capacity of accommodation and conference room, delegations should be restricted to three members (including an interpreter).
 

Transportation

Transportation from the Pula Airport to the Forum venue shall be organised by the host for all participants who need it. Therefore, please state on your registration form whether you need transportation or any additional information on the best travel routes to Valbandon. If you need transportation, please state your first name and surname, mobile phone number, and place and time of your arrival.

Please look at the map where possible routes to the Forum venue are indicated. The Ministry of the Interior shall organise police escort from Vodnjan to Valbandon for all the interested participants on the day of their arrival, which can, depending on the participants’ requirements, escort them to their destination or just direct them to the right route (the waiting position of a police escort is indicated on the map).


Accreditation

At the hotel reception desk in Valbandon from 17.00 to 19.00 hours on Wednesday, 06 May 2009.
 

Language

The official language of the Forum is English, and the host shall provide Croatian translation.

Declaration

At the end of the Forum the representatives of the participating countries shall agree upon and sign the Final Declaration.
 

Accommodation

The participants of the Forum shall be accommodated at the MoI RC resort in Valbandon. The price for one-night stay, including breakfast, is 230 Croatian kunas (HRK), which equals approximately 31 euros a day. The participants of the Forum shall cover the expenses of their accommodation during the Forum, and the host country shall provide working lunches and dinners.


Methods of payment 

The accommodation shall be paid in cash at the hotel reception desk, strictly in Croatian kunas. Please note that you should ensure the amount of 460 HRK, which equals approx. 62 euros.
