Crossing the border on the basis of an identity card?


Crossing the state border – documents needed

The nationals of the European Union member countries, Schengen Agreement signatory countries, the Principality of Andorra, the Principality of Liechtenstein, the Principality of Monaco, the Republic of San Marino, the Swiss Confederation and the Vatican City State, may, in addition to a valid travel document, enter into the Republic of Croatia on the basis of a valid identity card or appropriate identification document containing a photograph, issued by their country.

  • The Republic of Croatia and the Italian Republic 

The nationals of Croatia and Italy may cross the state border also on the basis of an identity card, and nationals of Italy also on the basis of a civil servants' card.

The nationals of Croatia who cross the border on the basis of an identity card, shall on the border crossing point receive the so called entry and exit stamping card.

Children

Italy – minor Italian nationals also on the basis of a „minor's birth certificate“ issued by Italian municipalities to persons under 15 (containing necessary information, as well as a photograph of its holder).

Croatia – children Croatian nationals may until the age of 14 enter Italy solely on the basis of a passport, and if they are not travelling with their parents – a parental travel consent signed by both parents is needed (entitled to the person children are travelling with).

The possession of the parental travel consent is recommended along with an identity card or a passport from the age of 14 to 18, owing to different legislation of third countries.

  • Republic of Croatia and Republic of Slovenia

The nationals of Croatia and Slovenia may cross the state border also on the basis of an identity card.

The nationals of Croatia who cross the border on the basis of an identity card, shall on the border crossing point receive the so called entry and exit stamping card.

Children

The Croatian and Slovene Border Police have consequently started to apply the provisions of the Visa Vaiwer Agreement from 1997, according to which the nationals of the two countries may cross the border solely on the basis of a passport or an identity card.

Namely, the Border Police services of both countries have up to now allowed children to cross the border by presenting either a birth certificate, or a health insurance card, etc.

Children - Croatian nationals shall be able to cross the Croatian-Slovene border solely on the basis of an identity card or a passport, and if they are not travelling with their parent(s) or a legal guardian, a parental travel consent is also needed.

The possession of the parental travel consent is recommended along with an identity card or a passport from the age of 14 to 18, owing to different legislation of third countries.

  • Republic of Croatia and Republic of Hungary

The nationals of Croatia and Hungary may cross the state border also on the basis of an identity card.

The nationals of Croatia who cross the border on the basis of an identity card, shall on the border crossing point receive the so called entry and exit stamping card.

Children

Croatia – children Croatian nationals may until the age of 14 enter Hungary solely on the basis of a passport, and if they are not travelling with their parents – a parental travel consent signed by both parents is needed (entitled to the person children are travelling with).

  • Republic of Croatia and Republic of Bosnia and Herzegovina

On 5 December 2003, the Government of the Republic of Croatia and the Council of Ministers of Bosnia and Herzegovina signed the Mutual Visa Vaiwer Agreement. This Agreement has been applied since the date of its signing. 

One of the following documents is required to enter into the Republic of Croatia and the Republic of Bosnia and Herzegovina:

  • passport
  • diplomatic passport
  • official passport
  • laissez-passer
  • joint passport
  • seaman’s book and vessel’s book
  • identity card


Nationals of Bosnia and Herzegovina can enter the Republic of Croatia only on the basis of a new identity card, unique for the whole territory of Bosnia and Herzegovina, which was issued pursuant to the new Act on Identity Cards of Bosnia and Herzegovina (Official Journal of Bosnia and Herzegovina Number 32/01).

  • The Republic of Croatia and the Republic of Monte Negro

Entry and stay of foreign nationals into Monte Negro is proscribed by the Regulation on Visa Regime (Official Journal of Monte Negro, Number 18 of 11 March 2009). Its Article 1 regulates that, among others, also the Croatian nationals may enter, cross across the territory and stay in Monte Negro up to 90 days on the basis of a valid travel document, without a visa.

Also, Article 2 regulates that, among others, the Croatian nationals may stay in Monte Negro for up to 30 days with a valid identity card or some other document, on the basis of which their identity and citizenship can be established.
  • Other countries

Other countries’ nationals can enter the Republic of Croatia under the conditions prescribed by the visa system of the Republic of Croatia.

  • Children crossing the state border 

Crossing of the state border by children is regulated by the Act on Travel Documents of Croatian Nationals, State Border Protection Act, Act on Movement and Stay of Aliens and bilateral agreements.

Children can cross the state border on the basis of their own passport, joint passport, and nationals of some countries on the basis of an identity card (Slovenia, Bosnia and Herzegovina, Italy and Hungary).

If children are not accompanied by their parents or a legal guardian, parental travel consent signed by both parents is needed, entitled to the person the child is travelling with.

In cases of group students trips, in addition to their parental travel consent, entitled to their guide, children need to possess appropriate travel documentation.

Children who are Croatian nationals can cross the Croatian-Slovene border exclusively if they possess an identity card or a passport, and if they are not accompanied by their parents or a legal guardian, they also need to possess parental travel consent signed by their parents.
