The application for the issuance of his/her first temporary stay permit (Form 1a *1) an alien shall submit in person at a competent diplomatic mission or a consular office of the Republic of Croatia
If the application for temporary stay is submitted for the purposes of work, an application for a temporary stay on the base of a work permit may be filed by an employer at a competent police administration or police station and enclosed with the work permit application.
The following documents should be enclosed with the application for the first temporary stay permit:
The documents that are being enclosed with the application must be original documents or certified copies. Documents written in a foreign language must be filed together with the certified translation into the Croatian language and certified in line with specific provisions. The documents should be dated not more than 6 months prior to their delivery.

The Application for the issuance of the first temporary stay permit should be filed at a police administration or a police station according to the intended place of stay of the alien concerned, in the Republic of Croatia.
Upon the completion of the procedure, the respective police administration or a police station shall inform the respective diplomatic mission or the consular post of the completion of the procedure.
The respective diplomatic mission or the consular post shall then inform the concerned party of the decision on the application.
If the application has been positively decided, the alien concerned shall be issued a temporary stay permit in a form of a sticker in his/her travel document.
Where the application has been submitted at a police administration or a police station, the alien concerned shall pay the amount of 500.00 HRK and 27.76 for the mentioned sticker. This shall be paid by means of 2 separate payment slips to a drawing account communicated at a competent police administration or a police station.
If the application has been submitted at a diplomatic mission or a consular office, the alien concerned shall, within 30 days from the approval of his/her temporary stay, register his/her address at a police administration or a police station. In case he/she fails to do so, the temporary stay permit of the alien concerned shall cease to have effect.
An alien shall report his/her place of stay to a competent police administration or a police station within 3 days after the day of his/her entry to the Republic of Croatia.
The approval for the first temporary stay, that is, the renewal of the temporary stay permit shall be valid for the period of up to 1 year. The application for the temporary stay permit renewal shall be submitted to a police administration or a police station not later than 30 days before the existing temporary stay permit expires. In case the alien concerned fails to apply for the temporary stay permit extension, he/she shall be charged a fine (Aliens Act, Article 203(1)(2)”).
