Instructions for ALIEN'S IDENTITY CARDS ISSUING procedure


First step – Competent police administration / police station  

  • An alien should apply for the issuance of an alien's identity card*1 at the closest police administration/police station (PU/PP) in the vicinity of which he/she resides or stays in the Republic of Croatia.
  • The application should be submitted on the Identity Card Application Form (Form No 4a) that may be obtained at the Internet and completed in advance, or it may be obtained at a box office selling government stamps and forms of a competent police administration/police station. The form should be filled in before submitting it at the desk for aliens.
  • At the box office with government stamps and forms, an alien may also get a money order*2 on the amount of 123.00 HRK to be paid to the Ministry of the Interior's account.

*1NOTE: An alien who has been granted a permanent stay or temporary stay permit and misses a valid travel document, should, within 8 days from the date of the receipt of the permanent or temporary stay permit, apply for an alien's identity card. Such an application may be lodged by aliens of over 16 years of age.

An alien's identity card may also be issued to an alien who has been granted a temporary stay permit and who already possesses a valid travel document for the period of his temporary stay.

*2NOTE: The amount to be paid for this document may be paid only by means of money orders obtained at a police administration or a police station since such money orders contain a serial control number which.

Second step – Payment at a Post Office/FINA/Bank

  • of the Amount of 123.00 HRK shall be done*2 at the counter of a post office/FINA/bank

*2NOTE: The amount paid for the mentioned document may be paid exclusively by means of a money order obtained at a police administration, or police station since these money orders contain serial reference number which is different for each person.

Third step – Competent police administration/police station

  • an applicant submits personally*3 at the alien's application desk, a completed alien's identity card form (Form No 4a) together with the following documents:
    • expired alien's identity card (expect in cases when applying for the alien's identity card for the first time);
    • 2 colour photographs, 35 x 45 mm;
    • proof of 123.00 HRK money order paid to the Ministry of the Interior account (money order obtained at a police administration or a police station);
    • administrative fee paid by means of government stamps amounting to 120.00 HRK (20.00 by means of government stamps and 100.00 HRK by means of money order – only an alien with temporary stay permit*4
  • valid travel document, or some other identity document should be presented for inspection;
  • competent officer issues to the applicant a certificate confirming the receipt of the alien's identity card application. This certificate shall be valid for 30 days since the day of submitting the application. The alien should be able to return it to the competent authority at the moment of receiving a new alien's identity card.

*3 NOTE: Officer receiving the alien's application shall establish the identity of the applicant.   

*4 NOTE: Alien who has been granted permanent stay permit does not have to pay a 120.000 HRK administrative fee.

Fourth step – Competent police administration/police station

  • The applicant shall collect his/her alien's identity card in person at a police administration or a police station at which the application was submitted. At the moment of the receipt of the alien's identity card, the alien shall return the certificate confirming the receipt of the alien's identity card application. The police administration or the police station shall issue to the alien his/her alien's identity card within 30 days from the day on which application was submitted.
